- Joe Mannino (Fire) – Joe called John he had his knee replaced he is in the hospital he will not be in attendance. Shar attended in his place. Shar stated that Joe wanted to increase the Line item for Incentives to increase by $1,000.00. It is already at $3,000 the increase would take it to 4,000. Shar stated that he has somethings that Joe would like to do for the department that fall under that line item. Shar stated they have a few things coming up in the spring and the Christmas party is coming up so they wanted to make sure they had the money on there. Shar stated that they do have Monies coming in from different fires and things. $1,200.00 should be here within the next 2 weeks and another $6,000.00 coming in the next several months. It is still being worked on at the invoice level and the DNR. Shar stated that they have plenty they are just trying to get everything all worked out. John asked if there were any questions or comments. Scott stated that he does not have any questions as long as they have it in there that is their decision. John stated that where it is adding to the line item by $1,000.00, we will have to vote on it. Motion made by Scott Livingston, Seconded by Tai. Shar asked Nicole do you want him to come to you with specific places that we are going to for the Christmas party instead of the check. Nicole stated that would be best. Nicole stated that also with the Per-diem for the fire department the checks will have to be made out the induvial not all to Joe. Mike stated that Joe asked him to mention something as well. Mike stated that we had a situation where we had a fatality in a Side by Side. We take the hummer because it can go off road the department would like to outfit it with a jaw of Life in the case they are needed again. They can use this tool for lifting cutting out of vehicles etc. It is battery operated this one runs off of Dewalt Batteries. Mike stated that they trouble they run into with their other one the batteries are around $700.00 each. The Dewalt batteries are around $150.00 to $200.00 each and they work a lot longer and you can keep they on the charger where you can’t with our other ones. That being said the quote we received for the Jaws System is $12848.00 and he stated that in our last budget he had set aside $7,000.00 for a concreate pad to extend the building. He would like to use that money and add to it from the roll over money from last year. Between what we have left over and the money that was set aside for the concrete it would cover it. John asked Rob on that amount will he have to get some Bids? Rob stated no this is a Sole source. John asked Rob where it wasn’t on this agenda do, we need to put it on the next agenda to vote on it? Rob stated no you can vote on it tonight. Mike stated that this bid does not include the Batteries. Mike stated that Joe also wanted to get a Saws-all that works with those Batteries as well. Mike stated that he is asking for $14,000.00 total. Shar stated that would be 7,000.00 from the concreate and $7,000.00 from last year. John stated so we say goodbye to the Cement pad that $7,000.00. Mike stated that turned into a pipe dream because that was all based on us being able to do the work ourselves. Mike stated having a contractor come out there is no way you will get it for that price. John stated the Joe had Mentioned this was something that the department had voted on they feel like this is something they needed. Mike stated that Joe had put out there for the Jaws, the Cement pad or some ropes and a back board for cliff rescues. The department voted on the execration equipment. Scott asked in place of the ropes and things? Mike stated yes, eventually we will have that as well but it will be about a year before we get that. John entertained a motion. Motion made By Mike Cheatham. Motion made for the fire department to spend up to $14,000.00 for execration equipment for the hummer. Striking the $7,000.00 that was set aside for the concreate pad and using money that was roll over from last years Budget. Seconded by Tai. All in Favor non-Opposed. Shar stated there was one other thing that her and Joe had been talking about and that is a Generator. Shar mentioned that when we had that last power outage. If we would have had anyone needing any kind of medical transport or medical needs there is no way that I would be able to open the door manually on my own. Shar and Joe have discussed this and they wanted to talk to the town council about getting a Generac Generator. Joe stated that he was going to talk to Mike about it and see if money could be saved that way. Shar stated that it runs off of Propane we already have that and it would keep the building warm. It would run the whole building as well the doors. John asked does it have to be wired in? Mike stated yes. John asked about the Price. Shar stated its around $7,000.00- 10,000.00. Shar stated that she thinks it is something that really needs to be discussed and looked at. Shar stated that many we can look into it and rearrange somethings in the budgets. Shar stated that if this happens and she is by herself or even just 2 of us can’t get them open. Mike stated that we had a situation this last time when the power went out Jackson was putting the truck back in and the door was open and it was stuck open. He couldn’t close the door because the cord that you pull to manually do it was stuck up in the door. He had to wait until the next morning to close the door. Mike stated that with how often they do their power shut offs it would be a good idea to look into. Mike stated that where it is for the whole building maybe the town can kick in some money too. Shar stated maybe think about solar too? Joe is going to talk to Mike more about this.
John stated that starting next month before we go into the department reports we will have a town clerk report. That way Nicole can discuss any items that she may have.
- Department Reports/Commissions/Committees
(A) Mayor John Olson:
Council of Government- John stated that he has been to a lot of meetings. He mentioned he went to the CDBG Grant meeting that we have to go to in order to apply for the grant. We need to have a Public Hearing before our next month meeting. John stated that he will discuss what he learned at that meeting with Stephaine. Zero Fatalities had a meeting with the Tooele Police Department. John stated that it is something between Tai and Mike they are willing to come out and do a presentation they talk about the 5 behaviors that can lead to trouble on the road. Things they should do to stop an accident. They have a program for different age groups (Kids, Teens, and Adults). John mentioned this to Jaylynn a little bit about using the school for this but at the same time they thought about maybe having it at night and doing a community thing and have the parents bring the kids. Have the kids go into one classroom and then the adults in another. John stated that he can give them the contact information. John stated that it was a good 2-3 hours that he spent there. Council of Goverments met for the 3rd quarter sales tax meeting and there will be some changes for that. They should be done with that by their next COGG meeting in December. It looks like they are trying hard to ensure that small towns are not held to the same standards as large towns and communities. They have divided it up so that the Large Entities are Tooele city Tooele County and Grantsville City. We would apply against Rush Valley, Stockton, Erda and Lake Point. That is all John has on Council of Goverments.

Mike asked how set are we on a dump bed; John stated it would be nice that way we could use it to haul the other stuff out but he doesn’t know if he is complete set that it has to have a dump bed on it. Mike stated that is what he is on the look for anyway. John stated that with the salt shakers they have an agger that bring the salt out anyway. Mike stated that isn’t the Problem for that. John asked so what is the deal with the dump bed? Mike stated for town Projects. John stated that would also increase the price of the truck too. Mike stated that the one that we found we would have been able to make it all work Minus the salt spreader. Mike stated that if we can’t find someone to deliver the salt we can go and get it with the dump bed. John stated do the best you can but we are running out of time. John asked Mike do you have any information on the Conex? Mike stated that he feels like the one he found was a scam. Mike stated that he is nervous to put the order through. He was trying to see if they would let us do a check on delivery but then when he asked if we could just go to them and pick it up, they would not tell him where they are located. Mike stated that they told him they do not allow people to come pick up their own and it is Delivery only. Mike stated that it was a red flag. John stated let’s check around because we are getting down to crunch time.

They allowed the Judges to go through and look and smell the different chillis to get an idea but then had them in another room. Kendell Thomas is coming out and Roy Peterson. Roy stated he may be a few minutes late since he is coming from work. John stated that he thinks there will be a good crowd.
- Other Business – John asked Nicole what items can you put up for Surplus Property? Nicole stated the Filing Cabinets and the Fridge. John asked Rob on something like that do we just list items? John stated that we want give them away but we want to do it Legally. Rob stated that in order to get rid of Government Property there is a parodical you have to follow. Rob stated he will look into that and get back to us. Scott stated he has something.
