  1. Pledge of Allegiance-lead by Tai
  2. Public Comment- “ The Road looks nice”. John stated it has been a struggle. John stated that it was nice to hear a compliment because he had been taking some heat on the roads. The roads that are being fixed are based off of what the engineer tells the town should be next in line. For example they have told Mayor Olson the last road that will be paved is Olson Lane because that is the road that that The mayor Lives on. Shauna asked all of the stuff they are tearing off the road is that all going to your road? John stated when we did sharp road we were able to Pulverize the existing road and paved over the top of it. That is the same thing we will be doing on Harker RD. When they did the Core samples on main street that would not work. They had to go down 3 inches of asphalt and 8 inches below that and clean it all out. Then to save money instead of hauling it to a dump we will haul it on to the worse road that the town has. So part of the big was to put that on to Olson Lane. That is why its there. We are holding a special meeting tonight because when Kilgore started hauling the millings out there its fine but we are dumping loose stuff over a solid surface. If we do not break up that existing hard surface underneath what little is left of it, then it will all slide off. With in a year all you will be doing is driving over the same stuff and have a pile of Junk on each side of the road. That is what we are dealing with tonight. When they get done with this part of Main street they will be starting Harker RD starting with Sharp RD will go out as far as $350,000 will take us. Brady Johnson said that was my question do you know if they will do what they did on main street where they are taking all of Harker RD Out? John stated no they will do it like they did sharp RD. John stated they will take it to 20 feet. Mike stated that he is asking are they going to shut it down? Brady asked will they be able to drive on one side while they work on the other? John stated it would be hard on the hill. That may ne something that we talk to Will and see if we can go in the back gate and come out the front gate. John stated he has taken some flack on that too. Yesterday Kilgore had some problems with 4 Wheelers that were going in and out between the machinery and they were going well over 30 miles an hour. John stated that he could Probably name them but he wont. Shauna asked Why do they not have flaggers out here? She stated that she has to go to Jim’s to feed a dog everyday and you sit there not knowing where to go. Then you have to wait for a truck to come by to ask them can I drive on this? John stated another thing I don’t understand is when they did Sharp RD they did Half one way and then Half the other way. But with this one they couldn’t really do that because where it was the Main Street they wanted to connect the seems so they did it as they went. John stated he wasn’t sure on the Flagger that is something he can talk to Roger about. Shauna stated they need someone who can tell you ok drive off the road or go on this side or wait. Brady Mentioned he would imagine that would increases the Bid because then you are paying for someone to be out there doing that job. John stated I am sure it would, but safety is still very important. Scott stated a little communication is needed. John stated that was part of the problem he had today. Today the Construction Crew stopped the 4 wheelers and it just happened to be a couple pipe movers. They had to be able to get down there to move pipe. All John had to do was call the Boss and explain to them what was going on, He called out here and it wasn’t a problem. Communicate without temper is what we need to do. Stephaine mention she would like to add to on the grants some can only be used on certain places. We have grants that are a community grant that have to be used on the main streets because it has to benefit the community. John stated Yates RD is bad Larson RD is bad. Ted asked when they do main street towards my house is there a way they can get a culvert by his house? The water Pools Infront of their house. You have brought me 2 truck loads of that stuff but it only helped a little bit. They will need a couple more loads. They will either need to do a Colvert or do the Highway so the water runs off a different way. John stated that he will mention that to the engineer. Ted stated that when you do that bid maybe think about putting a culvert right there or something. John stated one thing that Stephaine mentioned we are bound by the terms of the grants on what we can and can not do. We do have $200,000 set a side for next year for Larsons Hill. John states that is a death trap waiting to happen. It would start at the bottom by Bankhead’s house and go up over as far as $200,000 will take us. That is the only place where we will not have a beginning and an end with new asphalt. Other then that we are going to try and do it so it is continuous down the whole stretch of road. Next year we have a very good shot at getting what looks like $500,000 and we will not know until next spring if we got that or not but John feels pretty good about that. Last year we were denied the grant because of 1 number. We had 2023 instead of 2024. It cost us $375,000. They just threw it out. Stephaine stated we didn’t caught it and the lady who edited it for us didn’t caught it either. John stated it’s a federal grant that is ran through the state Department of Transportation. We have tried for that 2 years in a row. John sits on one of the committees and this year they have raised it from $300,000 to $500,000. With an additional 200,000 if we need it that we don’t need to apply for. So really it is a $700,000 grant. John thinks that would take us all the way down main street. Depending on what the ready needs. They will have to do the engineering core samples. Shuana asked so they haven’t done that on all of the roads yet? John stated no only the ones that we know we are going to be re doing. John stated just to do that little strip of main street was $10,000 for the core samples. Ted asked what is the plan for next year? John stated Main street. Stephaine stated it is the Community Block grant it can only be used on Main street. Shuana said you were talking about Harker road where are they starting? John stated they are starting at Sharp RD and they will be going as far as we can go. Shauna asked then are you going to turn down and go towards Ekers? John stated no we will not go to Ekers. They have dumped some stuff on that road not to long ago. Brady stated Part of that is county Road. John said past Jim’s yes. John stated they will get there eventually. John stated that in order to do all of Harker RD was over $550,000 and we have $350,000. So that tells you how far we will be able to go. We are thinking about half way. Shuana stated so they are going to grind it up then lay it out and then lay the asphalt? John stated they are doing it like they did sharp RD. Shauna asked what is this meeting for? John stated it was to approve the extra work that was not included in the Bids from Kilgore. We had the bids in already and they went out there to dump the millings that was part of the bid. While they are already out there they thought it would be best to grind up the oil underneath for $35,640.00. This meeting is to approve that or not. Ted mentioned that he thinks it is rougher then it was. John stated you don’t lose a car in a hole but it isn’t a smooth ride either. John stated its taking it back to a gravel Road. He isn’t thrilled with that but that is what we have to do. John stated that what we are dealing with is for every mile we take out of paved roads its less money the town will receive. John stated we will be taking 1 ½ miles of paved road out when we do Olson Lane. John stated that he has driven all of those roads and he can tell you they are all in bad shape. Shauna stated she drives that back road from when Jims cows come in to when they leave. Shuana stated she will start sending the town a bill to get her truck aligned. John stated just go around you will have good road all the way. Brady asked are they done with Main street? John stated he wasn’t sure he didn’t go that way. Mike said he thinks that they were all the way down. John stated they did go a lot faster then they expected. They were not supposed to start Harker RD until the first of next week. John spoke to Roger and they are still trying to figure out where they money will take them. They will not start tearing up the road until they know where they can get it. Shauna asked is there a way we can take some of the money to patch some of the roads around town? John stated they have done that. They picked up a load for Rodney last year and it is still sitting there. John stated if we can get people to put it in. But it wont stay unless you mix oil with it and that is against the law. Shuana stated that maybe we put some down by Teds so it is higher so the water runs off. John stated I understand Shauna but for 20 years not a thing was done with these roads. John stated so now that they have started people are all anxious because where are we and why aren’t we in line. We are going as fast as we can with the money we have. Every Year we are putting in for a 18 million dollar grant and a 19 million dollar grant but right now we are not Davarius enough to get those grants.  If we were to get one of those grants then we would start all over with the roads. We need to re-engineer this year because we are going off the costs from 2 years ago. It was about 18 million dollars to redo the roads and 1 million to build a shed and purchase a snow plow. John stated We hope you are patient with us but we feel good about what we have done thus far. We now have 2 of our 7 miles that have been paved since becoming mayor. We should have another mile done by next year. We are doing the best we can right now. Stephaine stated that we stand a better chance to get the smaller grants then the larger ones we are paving it a mile at a time. John stated that he argued for Yates Road instead of Harker RD because he thought it was in worse shape but our engineer stated that something had to happen with the hill on Harker. Shauna stated that it would be nice if the elderly people who have a hard time getting around have a nicer  safe road that makes it easier for them. Shauna stated it would be nice to see some of those holes filled in so you are not swerving to miss them. John asked Brady are those holes back on Eker Lane? Brady stated that they are. John stated that we do have it in our budget we can order more. John stated he didn’t know if Jim Larson had anymore of that or not. Shuana stated he does he is suppose to bring her 2 loads. Ted suggests to drop it by Charlies and he would help him fill in those holes. Ted stated that he has helped Charlie and a few years ago everyone came together to help out. John stated that is something we can do. Mike is the road guy and we are sure that is something we can do. John stated that he has a hard time paying for something that he got for free. Shuana stated but he has to haul it and diesel is expensive. John stated that it was given to Jim and now he is making money off of it. John stated that he told the Governor that it should not be given to induvial it should go to the state and they should be able to give it out. John isn’t blaming Jim he is blaming the state When they do a road like SR 36 why not pile that in our drive way instead of Jim Larsons. Closed Public Comments
  3. Consideration to hire Kilgore to Pulverize and grade Olson Lane for $35,640.00. – Mike his only question or concern is how much will it cost to grade it when it needs it? John stated who has a grader? Mike stated you will have to Hire someone. John then stated it will probably be a tractor with a scraper. John stated if Kilgore is out here next year doing road we might be able to have them grade it for a minimal expense. But they will not be out here every year either. John stated that he knows it will not last. Mike also asked are we pushing buying the snow plow from this year to next? John stated he didn’t think so. Scott mentioned that we should get the snow plow bought. John mentioned we might need to look at financing it and see where we are at and see if we can spend as much. John asked Nicole is that a Possibility. Nicole stated that would be a possibility and they have a PTIF fund if they need to use some of that money as well. Stephaine had no comments. Scott drove on that road this morning so that he would have a visual and he thinks while we have the equipment out here it is a good solution. Tai had no comment. John entertained a motion. Scott made Motion. Stephaine Seconded. All in Favor Non Opposed. Motion Carries
  4. Adjourn- Mike made motion. Scott Seconded. All in favor Non Opposed.
